N2 - Cognitive radar is an emerging technology in remote sensing. Standardized paradigms exist for testing, characterizing, and comparing traditional radar performance. No such standard has been set for cognitive spectrum sharing radar. We propose a set of metrics to evaluate not only the traditional radar performance, but also indicate the level of interference the cognitive radar imposes on the other spectrum users, namely 4G/L TE and 5G as well as other radar emitters. Three cognitive radar techniques are evaluated in four RFI environments using the proposed metrics paradigm. The radar performance results are compared to a traditional radar, and the interference results are compared to traditional interference metrics.
