Intensity control: A concept for automated separation assurance safety and function allocation in NextGen

Abstract

Algorithms have been developed for identifying the "intensity" of a pair of aircraft in the air traffic system, where intensity refers to the amount of time available to detect and resolve a near midair collision should one of the aircraft blunder from its expected flight plan at some point in the future. The identification of pairs of aircraft with high intensity, that is, where a specific blunder at a specific point in the future would leave little time to detect and resolve the resulting collision risk, fulfills a needed safety function for automated air traffic control concepts. When integrated within an operational concept, the issue of controllerautomation function allocation is also resolved, such that controllers would have a safety critical function that also would keep them "in the loop".
