Composites consisting of randomly dispersed, electrically small, uniaxial inclusions in an isotropic dielectric‐magnetic host material are homogenized in accordance with the Maxwell‐Garnett approach. The inclusions may be wire‐and‐loop models of helices or acicular bianisotropic bodies. Effective constitutive dyadics for the composites are found for various orientational arrangements of the inclusion objects. Furthermore, the inadequacy of current theoretical models for scattering from electrically small metal helices is discussed. © 1993 John Wiley & Sons, Inc.
