Abstract

Various operating concepts specifying detailed procedures for best use of aircraft navigation are discussed. The implementation of operational evolution plan will follow the same general operational concept, including positive control of aircraft at high altitude by air traffic controllers to ensure aircraft separation. Changes to the air transportation system must consider multiple dimensions such as technology, operating procedures, human factors, policy and economics. It is concluded that fundamental changes will also require establishing operational concepts, which may correspondingly require a core communiation, navigation and surveillance, operating procedures and automation for air traffic control and management.
